Empress 5 Lady Bubbles

Today we share the sad news of the passing of Lady Bubbles, also known as Warren Miller, Empress V of the United Court of the Pikes Peak Empire.
Lady Bubbles was a vibrant and beloved member of our community whose presence brought joy, laughter, and compassion to countless people across the Pikes Peak region. As Empress V, she carried the crown with pride, grace, and a deep commitment to service — helping to build the spirit of charity, fellowship, and resilience that continues to define the United Court of the Pikes Peak Empire.
Through her dedication to the LGBTQ+ community and the many charitable causes supported by the Court, Lady Bubbles left a lasting impact that will not be forgotten. Her legacy is one of generosity, strength, and a deep love for community.
Our thoughts and heartfelt condolences are with her friends, family, and all those whose lives she touched. The Court has truly lost one of its shining lights.
May we honor her memory by continuing the work she cared so deeply about — lifting one another up and serving our community with pride.

50 Years of Service Proclamation from Governor Polis

WHEREAS. the United Court of the Pikes Peak Empire (UCPPE) has dedicated over 50 years of service to the LGBTQ+ community and the broader Southem Colorado area, serving as the longest-standing LGBTQ+ organization in the region; and WHEREAS, UCPPE has consistently supported a wide array of non-profit organizations in Southern Colorado, donating time, resources, and funds to vital causes that make a lasting impact; and WHEREAS, through charitable and public service projects and events, UCPPE has improved the lives of many individuals and organizations, including Inside Out Youth Services, Sue’s Gift, Silver Key, The PLACE, and many others; and WHEREAS, UCPPE’s mission has always been to conduct charitable and public service projects to benefit legitimate charities while providing a safe space for social and charitable activities for the gay, lesbian, bisexual, and transgender community; and WHEREAS, the enduring dedication and advocacy oftJCPPE have fostered a legacy of love, inclusion, and service, creating a more connected and supportive community for all Southern Colorado residents; THEREFORE, I, Jared Polis, Governor of the State of Colorado, do hereby proclaim November 7, 2025, as UNITED COURT OF THE PIKES PEAK EMPIRE 50 YEARS OF SERVICE CELEBRATION DAY in the State of Colorado. State of the Reign Report – Scott and Beyonca discussed details of recent and upcoming
events. Winter Cotillion will be March 7th

Corresponding Secretary Report – Absent
State of the Regents Report – Regent meeting will be in August. Upcoming events to follow.
Old Business – Treasurer committee was discussed. Storage unit has an inventory updated.
New Business – Elections were conducted. Mesha is President. No candidates for Treasurer. One
policy change to Policy Manual, Section 1.03, Treasurer requirements. With this policy change it
will allow a broader range of people to be eligible for this position. Joseph motioned to accept,
Ed second, after discussion, 17 in favor, 0 against, 1 abstain, motion passed. April’s board
meeting, the board will interview candidates for Treasurer and vote for an Interim Treasurer to
carry out the term until the next election. Mesha purchased and donated a new and much smaller
voting box for the Courts use, the old one will be placed in the storage. Antler’s contract for 3
years has been signed, Coronations 51-53 will be held at The Antler’s Hotel.

Remembering Kitty Litter Fundraiser 12-26-2025

Final expenses for Mark Grissom aka Kitty Litter. Who recently passed with no immediate family. Thus we are relying on his many friends to help defray the cost of cremation. Mark was well known in the Colorado Springs and Las Vegas gay communities whre he regulary performed as Kitty Litter. He was was Empress 22 at the United Court of the Pikes Peak Empire.

Old Business – Storage to be transferred to UCPPE from next week. Mesha to meet Bob and to make the changes. Inventory will be completed.
New Business – February General Membership meeting, Feb. 8, 2026 at 1 pm, location: Purple Mountain Recovery

50. First time with an Emprex candidate.
New Business – Bus tour was discussed and finalized. Venues for In town show, Out of town
show, All candidate show, Victory shot and show confirmed. Discussions of budgets and various
items was held for coronation. Nancy motioned to approve a budget up to $1,500 for decorations
for coronation, Ed second, after discussion, all in favor, motion passed. Autumn motioned to
approve a budget up to $800 for the purchase of pins, Joseph second, after discussion, all in
favor, motion passed. Autumn motioned to approve a budget of $250 for a photographer, Joseph
second, after discussion, all in favor, motion passed. Autumn motioned to approve a purchase of
50 programs, price will later be submitted to BOA’s, Joseph second, after discussion, all in favor,
motion passed. Autumn motioned to approve a budget up to $50 for wrist bands, Joseph second,
after discussion, all in favor, motion passed.
